This script acts as the submission form for a bulletin board.
And it will put in HTML tags for the text formating.
The insertion of the tags in this version work a little differently.
You can stack tags and the links for the tags indicate which ones are currently active.
Plus the date stamp includes the time.
Will work in all browsers.
